Commander Gardner was an officer of the Robotech Expeditionary Force Mars Division. Before the Second Earth Reclamation Force, he sent a brief burst transmission noting that a fleet of REF ships had arrived from Tirol, mentioning REF command and Dana Sterling's 15th ATAC and the Homeward Bound.
